Unless the rules have changed,the defending champion has always been guaranteed a ride, in
addition to a full team, long before the TT was included as a worlds event in1994 when
Chris Boardman was the first winner.

It doesn't apply when a nation already has the full road race quota...Since Australia qualified 9 riders, they didn't get an extra one...That is my understanding anyway.

I still think I am right, maybe Pat McQuaid can let us all know,or another UCI

Just had a look at the UCI rules and both the defending champions, on the
road and MTB are allowed to start, in addition to the number of starters that
the National Federation of such Champions may enter under the qualification
regulations.
