Frame size

Consider buying a women's specific model. Specialized has them. A few of the other brands do too.

If you want it to be a surprise, I'd figure out some way to get her to try a couple on the sly. Otherwise, just take her to try some. This is one time where buying from an LBS she feels comfortable in is a good idea.

Add a helmet and a pair of shorts she feels comfortable wearing to your gift. She might need another saddle too. Being comfortable on the bike is vital to making it fun.

What DW said for sure. Being on a bike she's comfortable with far outweighs any surprise value. Trying out different bikes and narrowing it down to the one she likes best is part of the gift!

So, the first pair of shorts might look like street shorts. It doesn't matter. As long as they are padded, it's going to be much better than whatever is in her closet. If she wears the shorts and helmet and enjoys riding the bike, then it's a GREAT start.

The first bike might be a flat-bar road bike. (or throw slicks on the MTB) Again, it doesn't matter. What matters is she has a positive experience choosing a bike and being excited about that bike.

Figure your budget this way, helmet, shorts, possibly a saddle, a basic cycling toolkit for the bike AND THEN the Women's specific bike itself.
