It's a riders vote and has nothing to do with Hansen other than someone has to liase between RCS and the riders representatives in the peloton deciding a decision to remove the danger gets voted on. As far as i'm aware 100% of the peloton voted.
It's a race, not a democracy. It's a completely meaningless vote. The rulebook has no passage that states that the route is up to a vote by the riders.

Even this is absolutely ridiculous, just to get yourself wet and climb to the car.
It's ridiculous only because RCS negotiate their contracts terribly. Losing the money of a mountain stage next year is crippling for RCS, and they've somehow negotiated themselves into this situation.

It should be decided yesterday that they start from the valley. Now it's a shitshow. Descending in these conditions is out of question. Dangerous for everyone involved, not only riders but also motorbikes etc.

According to Umberto Martini (Rai) the riders will start from Livigno on their bikes until the tunnel and then they will get on the team buses. The race then will officially depart from Prato allo Stelvio.

I think it is too cold to race, the snowline is like 1800m so they're riding over snowed roads and then descending at below freezing for hour +. The agreement yesterday worked if the weather had turned out four or five degrees warmer with rain instead of snow, but this does fall under EWP.

RCS is incompetent, spineless and lacks real backup plans for their high altitude changes.

We should postpone the Giro 1-2 weeks, but the UCI is against it because then ASO cries "muh Dauphine"...

I think it‘s pretty clear that the weather as it‘s turned out now (snow in Livigno) is not weather you should ride in, so good outcome for the riders. This is I think significantly worse than forecast.
It's a question of grip. Can they safely descend down to Bormio? If so, they should ride at least so far.

I think like you said a few days ago, they allocate risks and responsibilities so badly.

I think the end decision is a fair one, the weather is a lot worse that forecast. Riding for 20km in the snow and then descending is a bit risky, too.

I agree with the highlighted part, but honestly in this case I would say that their demands look justified. So I think that they made the right choice
