I guess they feel that they're better off using a more tradional approach and utilising them to set a fast pace in the peloton. Then rely on the leaders to attack in the finale and perhaps banking on a small group coming together for the flat section with Tom absent from it. I guess Quintana, Nibali and Pinot would also feel fairly happy going into the TT with the current gaps but with Tom out of the picture.
