I can't think of a single country that puts more effort into making cycling as safe and pleasurable as possible. If there is a choice to be made, it's the cars which are inconvenienced. bike lanes are kept away from the main road as much as possible, and if you are directed onto a road, the cars are funnelled so that danger points for bikes are made safe at the cost of car comfort.
So racing is less safe, as they are on the roads, not on the bike lanes. All the crashes you see is because we take the speed out of the roads, for the benefit of cyclists.
You haven't even seen the dedicated cycling routes through nature, or the best scenic bike route system signalling in the world. Frequently cycled 150 scenic km along back roads with about 15 numbers written on my wrist. Never needed to look at a route map, navigating a maze of roads.
