I'd definitely rate Gilbert higher, but for this discussion we can't even consider Evans.

Is it harder to win an uphill sprint three times in your career or not lose a second over three weeks for 10 years?

We are talking about trying to title current riders as "Greats." IMO if we include 2nds then the term loses its meaning.
