I made an - in my not very humble opinion - educated guess regarding the shoulders.
And, yeah; he has the possibility of riding the Ronde next year, it's just... rather unlikely.

Huh? No. Pogacar hasn't participated in races that Merckx won, because Merckx was active decades before Pogacar.
However, you replied that our mystery guy has raced against Welsford, so it's entirely possible that he has indeed participated in a race that Welsford won.
So, let me re-phrase:

In the peloton on a day during which Sam Welsford was the first across the line?

Your question was ambiguous:
Merckx won the Tour de France; has Pogacar ridden in the Tour de France? Yes
OR
Merckx won the 1974 Tour de France: did Pogacar ride in the 1974 Tour de France? No

So, as I said: the answer to your question was the same as your answer to my question: by your understanding of what you meant by a race that Welsford won, no.
