It is Antonio Martín. (@RedheadDane He died February 1994 having just signed for Banesto: how does that not fit your criteria?)

I had decided to look at TdF white jersey winners for some interesting names for this game, and found a tragic contrast in the last two I have put up: Paco Mancebo, plugging away on the CT circuit for the 13th year at 44 years old, fuelled by memories of what he once was (by whatever means) and Antonio Martín, who looks to have risen amazingly quickly to that jersey and a 12th on GC, and killed in a training accident within 7 months.

What might have been, and what should never have been.

I only came across this Antonio Martin, who... is... possibly still alive...

However, I would like to contest this answer; "Is there an 'e' in his name? No", coz there is! Antonio Martín Velasco

Anyway;
Female?
Currently employed as a pro cyclist?
'E' in full name?

And just as I was considering using him as my next mystery rider...

Are there any other living centenarian GT stage winners?

There are a few Spanish riders who typically use their maternal surnames (José Gómez Marchante, Lluís Mas Bonet (when he was at Caja Rural, but less so now) but apart from such exceptions, I would not consider it part of his normal name, any more than I would consider Chris Froome to have a P or a V in his name (full name: Christopher Clive Froome)
