It's Tanguy Turgis.

He's the dual Junior regional champion of Ile-de-France in cross. Hence he's wearing the - in my opinion - most beautiful jersey that there is in cycling (the very royalist lily flowers, lol):
I told you RHD that it was a bit far-fetched but for a matter of accuracy I could not say he never won any championship, for he did. I would have felt I was insulting him if I said no, lol.
LS was very close because Matthieu Legrand has been Tanguy's best mate since childhood, great friendship.
Tanguy is of course Anthony's and Jimmy Turgis' younger brother. Their father Rémy is a former amateur rider and currently the manager of US Métro for which Tanguy still races. I don't know what their mother's name is but know for sure that she raced and so did several other relatives. I like this family. On http://memoire-du-cyclisme.eu , Dominique Turgis was very active, giving nice historical articles. Pretty sure it's the same family but who is s/he compared to the brothers ???
I've been following Tanguy since late 2013 when he was barely 15, in the "cadet" category (that's the French equivalent for novices, I think). He had just won a cross in Quelneuc, Brittany. Some say he's got as much potential as Anthony has. I'm not so sure but I hope to see him in the future on the road as on the cross. In 2015 he was 9th in the Junior Paris-Roubaix and many other good places that owed him a selection for the Worlds in Richmond. Hence I could consider him a "road specialist". My favourite performance of his is his 4th place at the GP de Blangy sur Bresle:

They were with the 5 of them but Michael Goolaerts is 21, Adrien Garel is 19, Julien Guay is 29 and Tanguy is 17!
Oh and Tanguy was also 7th at the 2014 Tro Bro Léon for "cadets", the so-called Marc Madiot Trophy. It should be said, lol.
