Has he ever raced for a ProTour, World Tour or equivalent team?
Does he race for a European-registered team in 2016?

I'm leaning towards Paco, because the other people I can think of, Spanish climbers >30yo from third tier, are either upgrading to ProConti in 2016 (David Belda), not what I'd call climbers (Alejandro Marque) or haven't won a stage race at a high enough level (Óscar Pujol, José Vicente Toribio).
