I can't remember some of the conventions that may have become established:
Have we established that 'born in' refers to the year/decade of birth, rather than born as a long term state?
Does 'active' if unqualified necessarily mean as a racing cyclist, or does it include DS/media involvement?

I don't think it's established as a rule, but I would personally only use "born in" to ask whether someone was born in a specific year. If asking whether someone had already been born by 1966, for instance, I'd use "born before" or "alive in".

I sometimes add an asterisk or "not as a rider", if someone still works within cycling.
