All the favourites are in the first half of the draw and yet conditions could end up being a bit better in the second half. Seems very likely the wind will drop and quite possible the rain doesn't come.

Yep, that's the gamble, but all the GC favourites going early means they should, in theory, have the same conditions.

I don‘t think Itzulia coordinates its TV times with the Ronde de Mouscron. They start their broadcast the same time as any other day.

If the organisers here made images, they could be shown simultaneously with Mouscron.

Just a thought that strong gusts of wind and TT racing don't always mix well. Ask Chris Froome who crashed twice (2018 Giro & 2019 Dauphiné) doing recons of a TT's parcours.
