no, the initial plan was for Landa to attack on the Izoard and Quintana to work for him then, but as he was doing very well in front, the team decided to go for the stage win with Quintana instead. it surely wasn't perfect, but they basically lost all time they had gained on the climb on the descent again anyway. Movistar made a mistake pulling the favorites group like they did - Quintana could have gotten another 2-3 minutes, and it would have forced Ineos and Jumbo to work much earlier, if Movistar had ridden defensively.
