He did his 6 months in the USADA registered testing pool, as the article states.

So yes, as a registered athlete at the highest level, he is fair game for the USADA, the sports governing body (FINA?), and even the IOC (or WADA) to run OOC tests.

He has to fill in his whereabouts.

what are people's general opinion on Phelps with regards to doping? are there any red flags in terms of suspicious doctors or associations?

I remember back in '08 when Gary Hall Jr talked openly about a doping problem in swimming, he didn't receive much support from fellow swimmers and coaches. Bob Bowman in particular evaded the question when asked about Gary's comments. Looking back, sure does seem like signs of an omerta existing in swimming.
 
Besides his DUI and the Water pipe/bong incident...

I'm not aware of anything more than rumour and speculation.

Swimming is/was rife with PED's, and yes there is/was an omerta. So as an winner, with a remarkable record over many years, people will speculate.

The Yanks have not found anyone as responsive to PEDs as Phelps and the Chinese have shown they have defo got their athletes programs up and running.

You are operating under the false assumption that his sports federation would sanction him should he fail the IQ test.

What sports federation would sanction their most visible athlete?

I'm definitely not saying he's doping. Just that the federation can choose not to process a positive. It would have to be some kind of crazy bad luck where the NADO tests him and he fails for him to get a sanction.

An immediate and unwarranted attack on Phelps due to his comeback, implying doping when there is not a shred of evidence. The Clinic is notorious as a cesspool of speculation, conjecture, guess, hypothesis, supposition, surmise, theory, bias, uniformed opinion, sarcasm, insults and bad wit.

This thread is just another example. Come on administrators - either get real or shut the Clinic down!

Just because someone else doesn't share your opinion on Phelps doesn't mean it isn't valid or that the discussion should be shut down.

He did break the world record for 200m fly at 15 years old. Hard to believe he'd be on PED's from that early age.

Now as an administrator if you cannot recognize this, you have to be blind. Your comment is irresponsible and you should consider resigning.

Exactly the same mud gets slung around in the cycling threads, riders and teams are alleged to be using PEDs based on nothing more than good performances.
If its good enough and considered 'evidence' in the cycling threads then why not swimming?

Swimmers have been busted for PEDs in the past and will again in the future i'm sure, Phelps is the most successful swimmer, might a discussion on alleged PED use re. Phelps not be pertinent?
