'Provisionally' makes it sound like they are not entirely convinced of his innocence
There's a lot of legal jargon on the link below, but the summary is that
he's been cleared by the police as they didn't find anything but he is still under investigation and has to go to a court hearing in autumn.
His reintegration in the team has been done on the grounds of his labour rights. The team might be sued if he's not allowed to do his job in his current situation.

I don't know the rules but I presume that if it was European Championship, then he couldn't really participate as a Colombian?

Or was that another Miguel Angel Lopez? :>

Remembering all the fuss with Alex Schwazer I would laugh so hard if it was this Miguel Ángel López that had the connections to Marcos Maynar and they simply just assumed it was the cyclist.
His village still stands with him, they never removed "home of Alex Schwazer, winner of the 2008 Olynpic gold medal in 50km walking" at the entrance of the village, I respect them for that.

Question is how far behind he will be after the TTT (and then the ITT).

Actually, that's a terrible prediction. So far in his career, he has abandoned every GT where he wasn't going to finish in the top 10 (and one where he was).
It's a better prediction than top 10, because if he finishes in the top 10 he also finishes in top 100.

But a worse prediction than that he will show up, or that he will breath.

Or maybe, what is considered a good prediction is the product of importance/how strong a statement it is and likelihood.
