seriously now, anti-doping is a lost cause, especially in south america. but there should be health officers . there won't be long time until someone drops dead in one of these vueltas. i'd say at least don't let them ride with a hematocrit above 60.
 
I guess that is one of the reasons of the sudden drop of performances from some of the South Americans when they go to Europe unfortunately.
