Never tested positive

The entire LA-MSS débacle. That came about because suspicions were aroused by their locking out the podium in the Vuelta a Asturias, and then one of their riders (Bruno Neves) dying of cardiac arrest on the bike in a race later that month. The police raided, found all manner of products, and banned and/or disciplined nine of the team. Not a positive test between them. And a few of the team were Puerto guys in exile, like Zaballa, too.

The fact that Rubén Plaza has never tested positive and there's no dirt on him in the eyes of the ruling bodies always has me shocked too.

All of the passport violations riders never failed a test either, so De Bonis, Lobato, Serrano, Pellizotti, Valjavec and Rosendo all go under this category.

Were teams like TVM just as dirty as Festina, but they didn't get caught?

According to Villy Voet, the doping at Festina was quite regulated and not especially dirty compared to other teams. Villy claims that the team doctor (Rijkaert) was quite restrictive on ie. cortisone use and usually kept his riders hct in the low 50's. This might explain the consistency of riders like Virenque, Zuelle and Dufaux pre and post spring 1997 (introduction of 50% hct health limit).

Festina will always be associated with systematic doping but having heard the explanations from Voet and others, I believe that Festina was actually one the less dirty teams. Roussel and Rijkaert just got the pooh-end of the stick in the French courts while big time crooks like Feretti, Lefevre, Saiz, Ferrari, Cecchini et al kept on making dirty money.

The IDEA behind the BioPassport was to catch the riders who were NOT failing the Dope Tests.
