the 3 km rule was applied in the end, by the way, everyone on from Matthews to Schachmann got the same time. Higuita still moves up into 3rd in GC, as has ~half a second in hand over Großschartner from the ITT
For me this is ***. He crashed due to his own fault. And because he did, even Quintana who was 7 seconds behind Matthews gets that time?
This was GC action, not a bunch sprint gone wrong or a puncture.

I think the rule book of each race specifies which stages the 3 km rule is in place, and the 3 km rule covers all accidents, no matter how self-inflicted they may be, so there is really no room for interpretation on the matter.

But I totally agree that him getting the same time as the others goes against the spirit of the sport, and if this stage is specified as one where the 3 k rule counts, that is a big mistake by the organisers.

yeah, the rule is pretty clear. "In the event that a rider or riders suffer a fall, puncture or mechanical incident in the last 3 kilometres [...] the rider or riders involved are credited with the same finishing time of the rider or riders they were with at the time of the incident."

It makes no sense in a situation like this, but the Paris Nice roadbook only excludes Stage #7, so it's the correct decision.
