No. When people complain about something while absolving themselves of any responsibility for said issue, and then raise the issue to get their way when the issue isn't even a problem but it's just for convenience, it's absolutely an issue.It's not a big deal to change the plan on very rare occasion.

i can and will blame the riders and organisers should ignore themI think modern cycling is inherently more dangerous than cycling in the 80s. Because of the way they ride now, going so fast with bicycles designed like F1, and many other things that everyone know very well. So race organizers have to manage. They can't ignore. It's not just a matter of pseudo-morality or self protection, they are responsible.
Beside, the riders are putting pressure on the organizers because they are already taking enormous risks and they don't want to take more. Who can blame.
