More like Tactical gains. As I said it's purely luck if you end up on the live video the jury are watching. Much of the time the comms will let it go if it's not gaining race advantage, but if it's on the public live TV feed the jury are also watching, they kind of have to enforce the rules then,

Cheating is only a "tactical gain" if you don't believe sports should be about the best competing on equal terms
