Probably not, but he could still have taken a fair chunk of time on the few remaining GC riders and finish higher up on GC, it wouldn't have lessened the chances of a stage win here.

To be fair, now there are quite a few fans along the roadside in the city, unlike most races I watch that take place east of Italy.
