Moncoutie wins fairly often, on hilly stages/races no less, and I don't think you'll find too many people who believe he's doping - if any rider is clean, it's Moncoutie. So yeah, imo it's possible to win a stage clean, or a one-day race, or maybe even a shorter stage race.
