Indeed. And before this turns into a dope-related discussion, no that is not it.
Most French team have no or little organisation or helping riders with their development and personal training. Just read the stories from Farrar, Elijzen, Wiggins, Gilbert etc on French teams.

Look at the progression all the guys made who went from a French squad to a properly organised Pro Tour team.. most of the times it is big.

That was going to be my point, but I remember Gilbert & Farrar saying something about the training/organization. Sylvain too, although he has seemingly gotten worse since going to Lefevre - it's only been a year though..
