Not really, if they follow the letter of the law the entire first group should be DSQd since they ignored a red light.

If anything it's an embarrising decision to ignore a red light at a railway crossing

It's a bike race. You also are not allowed to ride on the wrong side of the road in real life, right?
The race commisaires are obliged to stop the riders.
