It's a bike race. You also are not allowed to ride on the wrong side of the road in real life, right?
The race commisaires are obliged to stop the riders.
No, every rider knows that even during a bike race a red light at a train crossing means you should stop. Something to do with roads being closed but not train lines. It's not that difficult to get your head around...

No they won't DSQ them but if they follow the actual UCI rules they should.

was there a official motorbike ahead of the peloton - and did it stop at the red lights?

Kinda dumb though. They showed how the entire peloton fully intended to cross during a red light.
The ones that got held up only did so cause police went into the road to stop them.
Madness. Imagine a train passing through when the peloton is riding across.
It's not cause you are racing you should stop thinking.

Mind you the race coordinators should have just warned and stopped the peloton ahead of time.
