I don't buy the idea that it was all that easier to win in the past, at least in terms of couple of decades, they took it seriously.
Even in the era of Merckx of which a lot of people say he was racing against farmers. I obviously don't agree with that. All of his competitors tried to be the best version of themselves using the means and knowledge of those days. Just like they do today. Sports is a survival of the fittest and because of that athletes will always seek how they can become better.
 
Update after the Tour!
  • Pogačar is now indisputably one of the all-time greats. He passes Anquetil, Coppi and Bartali. With Merckx and Hinault he makes up the triumvirate of cycling history.
  • Roglič takes a few more points, but doesn't gain places.
  • Before abandoning, Evenepoel won the ITT. That was enough to leave Philippe Gilbert behind and become the seventh Belgian.
  • Van der Poel jumps over Jan Raas to become the second Dutchman, only behind Zoetemelk.
  • Van Aert has caught another winner on the Champs-Élysées: Alexander Vinokourov.
  • Vingegaard is the last member of the "Big Six" to enter the top 60.
  • Simon Yates keeps gaining places with another stage win.
  • Jasper Philipsen at last enters the top 200, knocking out another sprinter: André Greipel.

He needs another 150 points for that. That probably won´t happen if he doesn´t participate in the vuelta.
WC rr+itt and lombardia gives 85 points, so he wil be slightly above 1200 points.
If he will participate in the vuelta (and doesn´t crash out), he probably will.
Oh, thought it would be more. Then indeed probably not, because I don't think he will do so well in WC+Lombardia if he goes to the Vuelta, or like you said he might skip it and then he won't get there.
