How many riders do you have from the specialization era? Valverde and Pogacar. Valverde is not even close to be a top10 rider of all times. Froome, Contador and Nibali are above him in big wins.
Even in the era of Merckx of which a lot of people say he was racing against farmers. I obviously don't agree with that. All of his competitors tried to be the best version of themselves using the means and knowledge of those days. Just like they do today. Sports is a survival of the fittest and because of that athletes will always seek how they can become better.
Pogačar is now indisputably one of the all-time greats. He passes Anquetil, Coppi and Bartali. With Merckx and Hinault he makes up the triumvirate of cycling history.
Roglič takes a few more points, but doesn't gain places.
Before abandoning, Evenepoel won the ITT. That was enough to leave Philippe Gilbert behind and become the seventh Belgian.
Van der Poel jumps over Jan Raas to become the second Dutchman, only behind Zoetemelk.
Van Aert has caught another winner on the Champs-Élysées: Alexander Vinokourov.
Vingegaard is the last member of the "Big Six" to enter the top 60.
Simon Yates keeps gaining places with another stage win.
Jasper Philipsen at last enters the top 200, knocking out another sprinter: André Greipel.

He needs another 150 points for that. That probably won´t happen if he doesn´t participate in the vuelta.
WC rr+itt and lombardia gives 85 points, so he wil be slightly above 1200 points.
If he will participate in the vuelta (and doesn´t crash out), he probably will.

Oh, thought it would be more. Then indeed probably not, because I don't think he will do so well in WC+Lombardia if he goes to the Vuelta, or like you said he might skip it and then he won't get there.
Short summary:
Pog gets an additional 80 pts, and remains at 3, probably until may next year ( barring crashes or other accidents)
Evenepoel gets an additional 51 points and enters the top 30.
Vingegaard gets another 52 points and enters the top 50.
After Il Lombardia it’s time for a round-up of the season. The remaining races won’t make a lot of difference anymore. First let’s have a look at the top 20 of 2025:
Number one was easy to predict. The gap between #1 and #2 has never been bigger. Almeida's second place is less obvious, but he wins three important one-week races. The second of the Vuelta does better than the first of the Vuelta; the second of the Giro does better than the first of the Giro.
Van der Poel was the second best of the spring; Vingegaard the second best of the grand tours; Evenepoel the second best of the autumn. Pedersen and Del Toro sneak in by performing well throughout the year. Roglič and Van Aert finish outside of the top 20 for the first time this decade.
Pogačar had another Merckxian season. Last year's score was even higher, but the difference is tiny. This is the new top 20 of the best individual seasons ever:
291 points in one season - incredible gap to the second and incredible performance (but last year it was...293 points). Passing Hinault is a matter of short time. He would need 3 more historic seasons like this (or 2 more historic seasons plus 2 weaker but still very strong) to pass Merckx. It could still happen but will be difficult.
