Stannard went to the pre-Tour training camp in Tenerife, is British, strong on the flat and in the TTT, showed well at Bayern and is in the Dauphine team. Eisel would have left Sky with Cavendish if he wasn't at least promised a Tour spot (form depending). Plus they were very happy with his contribution at last year's Tour. He's very experienced, a good road captain and very useful on the flat (which if you've seen this year's route you'll realise there's a lot of!).
Would he? I don't think Eisel cares too much about riding the TDF. He has ridden it many times and it's not like he can win a stage with this team. Strong and experienced flat doms will be very valuable.
