Yes as the cut off is actually 30%. Otherwise he might not have been as 1:03 is possible.

Finnish weather is not really hospital for cyclingtraining on a proffessional level, but I would be inclined to agreeing on TT since it corresponds to the traditional competitionform of XCskiing in the nordic countries, hence swedish and norwegian TT pros also.
