UCI is the problem. 100% the problem
The UCI does not do anything proactive to keep doping at bay. Their own rules allow for retroactive testing (should they need to throw someone under a bus at some point), but they have created no such program for doing so. Nor will they until WADA complains to the IOC (and the IOC turns the thumbscrews)
Every step forward with doping is made by first overcoming the intransigence of the UCI.
