He stopped pedaling because he realized that Pog was coming back and spending more energy would be bad for him. It has nothing about being nice.
If Pidcock goes all out, Pogi doesn’t take back that time so quickly. It was very clear he let him come back. Not even sure what narrative you are trying to push.

Just because Pog would almost certainly have caught Tom, doesn't mean that the extra required effort to do so, had Tom not waited, would not have affected Pog's race...you know, because this is an endurance sport where the effort you use in a race, affects the results you have...

If there is a time trial between them the endurance will determine the race while staying together probably means the sprint on the last hill settles it. It obvious Piddocks best chance is the latter option.

With the crash, it may be wise for Pidcock to try on Le Tolfe.
