It's the best strategy IMO. Control the race with Slovenia without going too hard and then create chaos after Mount Kigali with multiple attacks to isolate Pogacar.
If they are expecting to leave the race control just to Slovenia, they are dumb. Even if you put Cian in the front, do you really think he can win?

It probably depends on who is present in his group.
The closer to the finish you wait to create chaos, the harder to beat Pogacar.
And if (and that's a big if, I know) Roglic drills Kigali, how many belgians do you think can survive? Cian, possibly.

I think you have a point and I can't disagree with you too, but an attritional race is good for Pogacar and Mount Kigali is very suited to him.

I'm so interested as to how this is going to play out. Mount Kigali is maybe too far from the finish for an all out attack, but could be a chance to drop domestiques from other teams and create a more selective lead group?

The best strategy for Slovenia depends a lot from Roglic. Slovenia should go crazy on Mount Kigali with both Novak and Roglic (the last km). They should reduce the peloton into pieces in the one lap circuit and then Pogacar would attack in Kimihurura with 91 km to the finish line. A long solo but it's the best way to win.
 
There's no urgency to destroy the peloton on Mont Kigali. The peloton gets whittled down by itself and even if the peloton remains somewhat big half the group are corpses getting dropped every climb and coming back on the intermediate sections.

Pogacar needs the race to be more like the men's U23 race than the women's races seen so far.

The Ethiopian and Swiss were very strong, but they had to close all the gaps alone, while Spain teammates prevented Paula Ostiz from wasting energy.

If Pogacar hasn't recovered from the Tour, it would be better for him to win like today's girl, but today's girl had the strongest team, and that won't be repeated tomorrow. If he's in bad shape, he won't win anyway because he hasn't strong team, so we have to hope he isn't, and what's best for him is for the race to be similar to yesterday's, so the leaders are left alone soon. Not surrounded by Belgians, Australians, and French.

He’ll have by far the most teammates at the end. Just not from Slovenia but that won’t matter

I believe he is in good shape so a harder race will be good for him unless the race is completely in pieces before Mount Kigali.
 
Favorite win of his career was really the WCRR. Hard to see him skip a WC (suited to him) to race the Vuelta for sure.

In an interview with his federation, he will say world championship, which was also Slovenia's first WC.
But last year he said that the most important thing remains his first Tour. Which was what he dreamed of winning when he was young.
Obviously the Vuelta is far below the Tour.
