No, this version of the triple has never been done before. Merckx, Roche and Teddy did a more classical variant (Giro+Tour+WC).
Given the odd historical schedule of the Vuelta and importance as a race, I get no one from long ago may have done it. But maybe more recently? This is an interesting possible achievement

Not many Tour winners started The Vuelta on a first place.
We only have Vingegaard, Froome trice and Sastre that in the last 30 years.
And then none of them is good enough one day racer to even start the WC.

So Tour + Vuelta double attempt this time it seems. It also has some flexibility involved. One can withdraw from the Vuelta (and focus on the WC) if too much fatigue is accumulated during the Tour. I'm curious about the full combo: Tour + Vuelta + WC is a super difficult triple to achieve.
Why?

It's the standard Valverde schedule.

Only three riders have won Tour & Vuelta in the same year:
Anquetil in '63, Hinault in '78 and Froome in '17.
Nobody has won the Vuelta and the WCRR in the same year.

Not saying he can't win the WC, even if fatigued. Still, it's a challenge. I remember how dead he was after the WC in Glasgow. He also mentioned that he had been recovering from it for a long time and didn't want to repeat it again.
Don't worry. He was running up stairs 6 weeks before the 2023 Tour. Next year, without crashes he will destroy everyone in the first week of Vuelta and cruise next weeks.

This is neat and not talked about yet (that I saw anyhow). I bet the journalists who cruise the forum will start up the chatter about it. It's a distinct possibility for Pogi and would additionally cement his place in history if he can do it.

George Hincapie said it kinda started with Froome in that if a rider raced the tour and rode the Vuelta, a rider could take that form into the off season and not have to work nearly as hard to maintain a base.

Valverde was just an animal and raced everything though. He'd ride the tour in case he found himself with a chance to win, but he really raced the Vuelta.

Vuelta was raced in May when both Anquetil and Hinault rode it. They then rode Suisse or Dauphine, respectively, before the Tour as well. Crazy stuff.

Maybe everyone is thinking his biggest goal next year would be tour vuelta but something in me is telling his biggest goal will be msr where he will be in the shape of his life.
