No way. The TT never was a big race and never will be. The TT is only really relevant when you add the RR.

Win the RR is the goal, but it will be tough. He could be tactically outplayed by other teams.

Some riders do less altitude training camps and notice less of a difference. On the other hand, others don't stay as strong if they don't do altitude training.
Van Aert always does altitude training, even for the spring classics, Pogacar doesn't.
Mikel Landa tends to do less than most because he says he doesn't get as much benefit from it and struggles to recover when he finish it.

I don't know what criteria he followed to make that decision. To do what he did in Canada he might have been training in altitude.
