Not even close. He looks bigger, especially compared to 2024.
The rear shot of Pogacar climbing the last straight km would suggest he could play hockey this time of year. Perhaps that is the leanest Horner has seen him in early March, years ago. He looks like he's packing some power as his upper body is not overbuilt.

not estimated, velon records the actual watts produced by the top riders, they have a device on the bikes , you can see the data on their socials. This is the article explaining how they get the data: https://www.velon.cc/velon-rider-data-system
it's accurate because they get the data directly from the power meter of the riders
I think the velon records are un reliable especially after remco exposed them after 2024 lombardy that they weren’t true. They said pog averaged 340 watts for 48kms but remco said he averaged exact same watts and was put 3 minutes in arrears

It must be true, if Remco said it. He is very trustworthy.

Strade 2024 is the leanest I've ever seen Pog. He definitely looks bigger this year.
I don't think there is much point reading anything into the time gaps. He doesn't always get huge gaps when he does long solo attacks - WC 2024 is a good example. The way the time gap went down quite quickly and then back up again also suggested to me that he'd eased off for a section before picking up the pace again. Certainly never looked like he was struggling. He's also possibly not optimum Strade shape - he's aiming much more at MSR, Flanders and Roubaix this year. Last year Roubaix was a fairly last minute addition to his schedule.

I'm not going to weigh in on that, however, either Horner is right or he has a serious problem with perception. The later, based on much of his knucklehead analyses, when he often is patently just wrong, would not surprise me. It's like there is reality, the real state of affairs and how things actually took place, and then there's the Horner way of seeing it from an alternative universe.

Someone put a side by side of Pogacar at the Strade finish line in 2024 and in 2026 and there is no comparison - he looks much slimmer in 2024. But that would make sense given he was riding the Giro that year.
