Thanks, i've glanced rapidly at the ruling, seems what really did him in wasn't the off score (some of his worst values are outside of the period for which he was stripped of his results), but the low reticulocytes and the pattern of their suppression (the values for the 2011 Vuelta are pretty damning).
There are some other... interesting data points too, the 15 and 16/10/2009 results could point at a withdrawal for instance.
What i don't get is why his ABP was only flagged in mid 2014 and not sooner. The back and forth between Cobo and the UCI seems pretty long winded too, with long periods of seemingly nothing happening, quite a few times the panel reach a conclusion only to communicate it months latter.
The timeline isn't always clear either, in particular between 2016-2017 with a laconic "Between 2016 and 2017, protracted discussion took place between the UCI/the UCI’s legal representative and the Rider/the Rider’s legal representative"
