So, it would depend on the stages coefficient..
I think this is a Coefficient 3 stage(Short stages with uneven terrain)
So, it will be:
10% of the winners time if average is less than 35
11% if between 35-36

I think you can extrapolate further

Sky keep trying to put Henao and Kwiatko in the break. If that happens the pressure shifts back on the other teams.

You forgot to add the French Champion coefficient. Time limit will be big enough.
