This is what Michael Ashenden told me personally circa 2007-08. So yes, that would imply that those riders and teams that perform poorly in the lead up and then suddenly improve at the tour are more suspicious than riders and teams that have a string of solid performances. So another yes, it is possible that mystery designer PEDs are available, but there is also the possibility that a mystery test to detect their use by athletes already exists.
edit: the CERA test was in development for 4yrs prior to Ricco getting busted.
