I suppose you're right. At least it's probably a bit more complicated than what I first suggested.
Don't riders always need an exemption when doing mid-season transfers? At least when it's anything higher than conti-level? So, I'm guessing that he'd need an exemption either way, even if he'd been on Androni all season.
However, if there is a "number of teams per season" limit, I'm guessing the exemption that would then already have been given is that they would simply not count Gazprom. And of course also the fact that he was allowed to find a new team mid-season.

Did that make sense? I feel like that didn't make sense...

Transfer
2.15.120 A transfer period exists and applies to all changes of team, whether between two UCI
a WorldTeams or between a UCI WorldTeam and a UCI ProTeam.
The transfer period for any change of team during the season extends from 1-15 August.
For any change of team between two seasons, the transfer period extends from 1 August
to 31 December.

2.15.120 A UCI WorldTeam or licence applicant may only recruit riders during the transfer
b period. For the purposes of this article «recruit» shall be deemed to mean concluding a
contract with a rider to ride for the UCI WorldTeam or licence applicant’s team.

2.15.121 Should a UCI WorldTeam or paying agent wish to engage a rider contracted to another
UCI WorldTeam or a UCI ProTeam such that the rider would begin to ride for the UCI
WorldTeam before the expiry of the scheduled term of the contract with his current team,
it shall firstly inform the Professional Cycling Council of this intention. Before undertaking
any further steps, and especially before contacting the rider, the UCI WorldTeam or
paying agent shall make known its intention to the current paying agent of the rider.

This is what's on the rules. So I guess any rider is free to transfer from one team to another in the middle of a season if it occurs in this 2 week period (1 to 15 august) and if all three parties are informed and in accordance.

Lack of strong sports director, also tactical weak with-in the races.

And the set-up is so unprofessional compared with Jumbo. I saw 6 UAE staff members in the airport 3 days before the tour start in Copenhagen. The airport was PACKED and non of the staff member was wearing mask. They had 4 covid cases in the tour that we know of. These things wouldn't happen at Jumbo, I'm sorry to say it.

They need strong riders. And I agree - roleurs even more. But apart from McNulty's one great day the Tour also revealed they are nowhere to be seen in the mountains. Majka is behind (Vingegaard), Roglic, Kuss, Kruijswijk. McNulty maybe on par with Benoot. Soler and Bennett wouldn't make the JV Tour selection.

To be fair, they had *** luck with regards to their climbers during the Tour. Bennett go covid, Soler OTL, and Majka had what was without a doubt the most unlucky accident in this year's tour.

Why? He's clearly the next Hermann Pernsteiner.
And when UAE picked uo the French Riccardo Zoidl, they had to act fast.

But Kepplinger actually seems to be an interesting rider. He only switched from rowing to cycling last year and already has decent results, though not any that many other CT riders can't compete with.

The fact that at least one UAE rider had to abandon the Giro, Dauphiné, Suisse, Slovenia and the Tour can't be a coincidence and your experience only reinforces the idea that they are Lampre with Emirati oil money.

As for sports directors, I think the absence of Allan Peiper doesn't help it either.
