One name I'm surprised to not see as the possible winner of the 1999 and 2000 races is Kurt Van de Wouwer. 10th in 1999, 17th in 2000 and as far as I'm aware has never had any links to doping although I may well have missed something blindingly obvious about him.

Knock. Knock.
Stéphane Heulot: "Hello. Who is this?"
ASO: "It is the ASO."
Stéphane Heulot: "Did I fail a doping test?"
ASO: "No, we are here to inform you that you won the 1999 Tour de France."
Stéphane Heulot: "Mon Dieu!"
ASO: "Please provide a urine sample from you dog so we have something to back-test."

ROFL! Witty!
