The New Tour de France Winners 1999-2005

One name I'm surprised to not see as the possible winner of the 1999 and 2000 races is Kurt Van de Wouwer. 10th in 1999, 17th in 2000 and as far as I'm aware has never had any links to doping although I may well have missed something blindingly obvious about him.

Cycling weekly put the top 10s from 1999-2007 to the test to see how many had bans (not necessarily in that year though). I think crosses can be put through a few more names but dont think bans/proof can account for the whole top 10 of any year yet though.
