Maybe he doesn't want to be a captain. At Sky if he has a bad day or two it's not a big deal, if he was the designated leader it would be a disaster for his team.

@Red RickHis peak when riding for Froome would easily have netted him several stages in GT breakaways so I’m glad he finally got one
