Doesn't mean that much on its own. Flanders has last ten years been won by some small riders that have already been forgotten outside of Belgium. Maybe he doesn't want to be a captain. At Sky if he has a bad day or two it's not a big deal, if he was the designated leader it would be a disaster for his team.
Not everybody can deal with the responsibility of people depending on you to absolutely perform.
