As far as lists go, he is a fart away of breaking the top 10 of all-time still active riders (he's 11th, right behind Van Aert) according to PCS. That includes old geezers ahead of him that are completely done, but still have a big contract they want to cash out, like Sagan, Cavendish, Froome and Roglic. Rui Costa is 18th currently. Others that are behind him include Thomas, Van der Poel, Bernal, Vingegaard and other suckers.

This is factually false. Eddy Merckx was the Eddy Merckx of Fake Victories. Dude had hundreds of wins in kermesse and amateur races, which people still count towards his total victories.
