Look at his Giro '23 opening TT over 19k, which was one of the more impressive medium length TT's he's done. Almeida finished only ~30s down. It wouldn't have been uncommon for Almeida to suddenly underperform in a TT, and he could have finished around Küng's time or even Rodriguez. But when the opposition is in good shape and has a good day, even the best TT can only be so much better.
In the first TDF '24 TT, Evenepoel took ~57s on Almeida over 25km. Today's TT was only 17km, so with Almeida on a decent day, 60 sec was never going to happen.
