Upon closer inspection, it seems like he is already going over the handlebars before the line (where the pothole was).In the slowmotion, you can see that his rear wheel already starts to leave the ground before his front wheel reaches the line. I don't think there's anything to suggest the impact happens in the places where post-race footage showed the (very minor) unevennesses in the road surface. So yes, most probably Evenepoel either lied or thought he felt something that wasn't actually there.
