I think we need to sort out the disparity between the national federations.
What we need is for WADA - or somebody like that, to get all the participant countries to pass a law that says that in cases of sport related failed PED tests, the international body has jurisdiction over the rider/athlete rather than the national fed. (this would be a requirement to become a participant country)
So, if you want to be a pro rider, either your own country has to have this law or you must change nationality to be registered in a country that DOES have this law - thereby giving up recourse in your home nation.
Imagine what would have happened with Operation Puerto if this concept was in place - for all sports not just cycling? If we could have seen all the information being analysed in one place where there was one set of laws that covered such situations. Every single rider would have been treated the same way, had the same rights, and theoretically received relatively similar punishments. They could appeal to CASA but crucially NOT to their home country's legal system.
valverde et al would have been suspended a long time ago and depending upon the length be either racing again now or running a Cafe. The point is though that the multiple years of doubt and inuendo would be gone.
