That's equal parts stupid and funny if it happened. I mean he just missed (at least) one stage completely.
Is he riding the stage solo behind the caravan?

Some financial compensation would be possible though I guess.

financial compensation indeed and I think the decision won't hold :
1° first decision by jury changed in a second heavier decision
2° no contradiction is possible : no hearing of the parties before the decision is delivered

I think this stage will never end. The peloton will slow down so that they don't catch the break too soon, the break will slow down to save energy for the chase in the final kilometers--repeat that process enough and both the break and the peloton will eventually be doing track stands.

I'm a connoisseur of boring bike races, and this stage today is definitely one of the best ever. 4 hours of live tv and absolutely nothing of note has happend except an umbrella blowing on the road causing a few people to have to ride around it.
