The record for the climb in the road stage is a bit over 16 minutes and I don't expect anyone to be significantly faster than Cavagna pre-climb, so the best time would probably be something like 55 minutes at a guess.
Yes. 54-55minutes is what I get from power based calculations at mywindsock.com.

So I understand there's a big tailwind on the first section for the riders right now

I think they can go faster than Cavagna.

My main question is the exact location of the intermediate. Climbing times of the sprinters are looking pretty fast to me.

Cavagna 17'53 Planche on ITT bike.
Good but since I think we will see a new record today, probably almost 2 minutes to take from Cavagna still.

I have no idea man, I reckon GC guys will normally go at least a minute faster but maybe Cavagna has much more favorable conditions.

Ok, yes. Lets put it differently then - if conditions do not change, I can see someone going up to max. 2 min faster than Cavagna still.

Cavagna is looking like a medal contender for the World Championships.

This TT is opening some big gaps. Whoever has a bad day could lose a lot of time and even positions.

Froome did a 16:11 in 2012 Tour, but not sure if it was part of a TT or not.

TDF 2012 wasn't an ITT, no. I think it was the first time it was in the TDF, or at least in a long time.
I will always remember this stage, as Jurgen Van den Broeck had a puncture about 12k before the finish (MTF), and Lotto gave zero f*cks and nobody waited for him :tearsofjoy:
He lost 2 minutes there, but "luckily" he missed the podium by 4 minutes, so it wouldn't have made a difference.
