UCI regulations just say that there is a fine and DQ, nothing about warning first


The reason Uran didn't get DQ is because he is second in the Tour de France and not Alexander Richardson or Jan Willam Van Schip

Yes, in stage races you're given a warning first. Unlike in Romandie where someone was kicked out for first offense.
