Yeah sorry, I heard he spent the night in jail, but it was a wild guess about the charge. Was that what they hit him with? Seemed easy enough. Or...littering? :D
From Sporza: The French police were able to quickly apprehend the person who threw chips during the Tour de France. The 32-year-old Breton spent a night sobering up in jail and is being questioned today, as reported by Le Parisien. [...] He is accused of intentional assault.

My (not entirely serious) suggestion for how the chips-thrower should be punished:

Tied to a chair for one hour, with the riders being allowed to throw chips at him.
If he can catch a chip in his mouth and eat it, he'll be allowed to be freed early.
 
I wonder what kind of crime throwing chips at people actually is, though. And is it punished harder if you‘re in a bike race?
